When you login to Easychair and go to “ICLC16” as a reviewer, you should see a list of papers assigned to you (perhaps you’ll have to go to Reviews > Assigned to me in the top row):
In the list you click on the little “i” button:
In the right-hand corner you should see a few options including “Add review” (you will see fewer options because the screenshot was taken by someone with chair privileges):
… and here you can add the evaluation:
